Eduardo “Ed” Santamaria, PE, CGC, LEED AP, is the City’s Public Works Director. Mr. Santamaria manages a large Department which includes the Sanitation, Landscape Services, Engineering, Facilities Maintenance, Utilities, Right-of-Way Maintenance and Automotive Divisions. As Director, he supervises over 200 full time employees engaged in the daily delivery of essential and often highly visible public services. Mr. Santamaria was formerly the Public Works Director for the City of Miami where, with a Departmental budget of $80MM, he was responsible for the planning, oversight, and management of Miami’s vast infrastructure needs and public right-of-way related engineering functions, including land surveying. He also served as the City of Miami’s Supervisor of Plats with direct oversight of the technical aspects of the subdivision of land within Miami’s municipal boundaries. Mr. Santamaria has more than 25 years of responsible project management, engineering, and construction experience. He received his Bachelor of Science in Civil Engineering from Florida International University and is a registered State of Florida Professional Engineer, a State of Florida Certified General Contractor, and a certified LEED AP.

The Central Division provides customer service to the public and other departments. It oversees the routing of all voice and written communications to the appropriate divisions within the Department or external agencies. Support staff enters requests into the GovQA system for action, follow-up and record purposes.

The Engineering Division provides engineering and architectural services for the City using a combination of in-house personnel and outside consultants for various projects (paving, drainage, sanitary sewers, force mains, traffic, etc.). The division reviews plans, issues permits and inspects construction in the public right-of-way consisting of roadways, waterways and easements.
The Facilities Division provides maintenance to all City-owned facilities, park structures, City entrances, City fountains, City plazas and City-owned streetlights. The division is also responsible for the preventive maintenance of all life safety systems, janitorial contract and backflow preventers to City-owned facilities.
The Utilities Division provides operation, maintenance and compliance for the City's sanitary sewer collection and storm water systems.
R.O.W. Maintenance & Enforcement Division
The R.O.W. Maintenance & Enforcement Division provides essential services such as street sweeping, roadway/sidewalk repairs, pressure cleaning. The division also maintains canals and bridges.
Transportation & Sustainability Division
The Transportation & Sustainability Division is composed of the City’s transportation planning & engineering and sustainability groups who are responsible for the development and implementation of strategic and comprehensive, long- term multi-modal transportation plan and sustainability plan for the City of Coral Gables. The Division coordinates assigned activities with other departmental divisions, City departments and outside agencies.
The Section coordinates the Public Works development review process internally and externally and insures that development projects incorporate sustainable development features. The Division administers a Transportation Concurrency Management System to evaluate redevelopment impact to the transportation network as well as develops a balanced multimodal network for all users.

The Sanitation Division strives to provide high quality friendly service that ensures that the public receives excellent waste collection service while minimizing environmental impacts. The Division provides three separate waste collection services to approximately 11,000 single family homes; recycling, garbage and yard waste. Back door recycling service is provided once weekly, back door garbage twice weekly, and curbside yard waste collection once each week.

Landscape Services Division
The Landscape Services Division is responsible for the landscape maintenance programs for City properties, including selected public rights of way, parks, City buildings, and parking lots. The Division is also responsible for landscape installation and tree maintenance programs for the City. Tree trimming, irrigation maintenance/repair, fertilization, pest control, and landscape plant and tree installation, is either performed by or managed by this Division. Private contractors are used where appropriate to provide these services under the strict supervision of Division personnel. Inspections for the City's tree removal permitting process are also made by the Landscape Services Division.
